Migration has been a reality since the existence of the humanity. Natural disasters, wars, economic reasons, social and political factors have caused migration of mankind throughout the history.

Migration means detachment and displacement from homeland that causes deprivation and destitute. Millions of people migrated during the 19th century. Due to the political disturbances and the turmoil that caused by the 1 st and 2 nd World Wars, five million people were displaced from their homes. The need to find a solution for the problematic refugee issues on international level was arisen with the establishment of the League of Nations. United Nations Refugee Organization was founded after the 2 nd World War. Therefore, High Commissioner of Refugees was founded and started to establish refugee law by the year 1950. It is sad to realize that particularly the developed countries have not made any remarkable efforts regarding the migration issues. Syria is the most outstanding example of this situation.

In Syria, 600.000 people lost their lives, millions of them got injured, and 13.500.000 people became deprived while more than 5.000.000 left their homes and refuged to foreign countries.

The refugee boats carrying migrants have sunk in Mediterranean and Aegean Sea with the screams of drowning people and their bodies washed up on to the shore. All humankind should be responsible for this tragedy.

Human values, dignity and honor of mankind are also drowning in the warm waters of Mediterranean and Aegean Sea with the refugees. It is the humanity which drowns. A global system that has lost its mercy, compassion and humanity to the others cannot serve a remedy for any trouble of the mankind.

Turkey provides accommodation for the refugees, which almost half of the refugees of the World. Turkey hosts, accommodates, supplies food, clothes, create jobs, provides health care and treatments for more than 3.000.000 Syrians. Turkey also provides education for 500.000 Syrian children.

Turkey, with the motto “A man is a friend to another man”, follows an open-door policy to Syrian refugees and indiscriminately embraces them all. Turkey has spent more than 25 billion US Dollars for refugees.

In brief, Turkey represents and protects both the dignity and the honor of humankind. Turkey, while providing all these, do not receive any fundamental support or aid neither from the UN nor from EU.

While such wrongfulness exists in the World, racism escalates to a dangerous level, human rights are violated and people are dying, there is a great weight on the shoulders of the ombudsmen. We, the ombudsmen, should act more vigorously. We have, of course, responsibilities for the dignity, conscience, rights and life of the humankind. Therefore, we are organizing this Symposium to undertake all these responsibilities with our best efforts, to call on humans with conscience and morals around the world, human rights defenders and the ombudsmen; and to narrate all services provided for these refugees by Turkey.

The following issues will be discussed during this Symposium:
  • “Refugee Policies of Countries”,
  • “The Most Vulnerable Group of Refugees: Women and Children”
  • “Xenophobia, racism and Islamophobia, in relation with migration”

In addition to our findings of our special edition on “Migration and Refugees” which has been prepared as a result of comprehensive studies and on-site reviews and is to be announced to public in a short period of time will be shared with the participants in this Symposium.

As Ombudsmen, we met during the Meeting that organized in Serbia on the topic of migration and refugees in November 2015. I would like you to know that I give utmost importance to the final declaration of this Meeting. Besides, the main topic of the agenda of the Ombudsman Symposium to be organized in April 2017 in Barcelona will also be refugees.

I would like to summon everyone who has mercy and human love in their hearts to share their views, studies and solution offers to problems on these crucial topics. I would like to invite you to participate to this Symposium with a significant theme and share your valuable opinions with us.

I also would like to take this opportunity to thank all our stakeholders particularly H.E. Recep Tayyip ERDOĞAN, the President of Republic of Turkey, who do not restrain their full supports at all.

4 th International Symposium on Ombudsman Institutions is organized under the “Support to Establishment of Ombudsman Institution in Turkey Project” co-financed by the Republic of Turkey and European Union.

Technical Assistance Component for the “Support to Establishment of Ombudsman Institution in Turkey Project” with the purpose of promoting and enhancing the performances of the public authorities in Turkey in terms of rule of law, respect for human rights and freedoms, transparency and fairness, and good governance, initiated its activities as of February 1, 2016. Under this Project which will last till December 2017, national and international comprehensive activities will be organized to increase awareness of Turkish Ombudsman Institution, promotion materials will be developed and public opinion polls will be conducted to measure public awareness level on this Institution.
